Health Rosetta’s mission is to scale out the solutions to every community in America. Dave is also the Board Chair of Nautilus Health Institute, a nonprofit dedicated to developing the industry standards and norms for the next healthcare economy that is already larger than the U.S. video game industry. Dave’s pioneering work has influenced federal legislation including the Consolidated Appropriations Act of 2021, and he has been instrumental in empowering organizations throughout the U.S. to cut healthcare costs 20-55% while dramatically improving outcomes.

The author of three books including The CEO’s Guide to Restoring the American Dream, Dave brings audiences real and inspiring solutions from employers and unions already proving healthcare transformation is possible. Dave’s forthcoming book scheduled for release at RosettaFest (summer 2026), Relocalizing Health: Taking Back Healthcare, Rebuilding Communities chronicles the proven roadmap for reclaiming health sovereignty for every community in America.

Dave is focused on amplifying his message of radical hope: The healthcare system won’t fix itself from the top down. But community by community, positive change is unstoppable.

In this keynote, Dave Chase presents two divergent paths for America’s future and reveals why the choices we make in healthcare will determine whether our communities thrive or decline in an AI-enhanced economy.

1) Two Futures, One Choice: The dystopian path where corporate healthcare continues extracting $1.5 trillion annually while AI displaces workers, versus the transformative path where communities capture that waste to fund an ambitious workforce development initiative in uniquely human domains.

2) Proven Models, Scaled Solutions: How Alaska’s Nuka System, Sweden’s Jönköping County, and thousands of U.S. employers demonstrate that better care at lower costs isn’t theoretical—it’s operational and replicable through the democratized tools now available via Nautilus Health Institute.

3) The Structural Revolution: Why addressing healthcare’s two fundamental flaws—separated funding streams and wrong-scale governance—simultaneously solves the crisis of unsustainable costs AND prepares communities for AI-driven economic transition.

4) From Extraction to Investment: How the cooperative model enables communities to transform healthcare waste into investments in education, arts, cultural programming, and social infrastructure.

Learn how your community can choose the future where healthcare becomes a foundation for prosperity and building thriving places to live and work.

In this compelling keynote, The AI Catalyst: How Crisis Becomes Community Transformation, Dave Chase reveals how artificial intelligence creates an unprecedented opportunity for thriving communities.

1) The Mathematics of Transformation: How a typical 100,000-person community implementing Community-Owned Health Plans can redirect $450 million annually from healthcare waste to fund 3,750 positions while addressing genuine community needs.

2) AI-Resistant Workforce Architecture: The blueprint for employment in distinctly human domains where workers maintain lasting advantages over artificial intelligence, including community health workers, cultural coordinators, early childhood specialists and many other roles.

3) Democratized Infrastructure for Local Action: How open-source resources from Nautilus Health Institute combined with AI tools enable organizations of any size to implement sophisticated transformation while maintaining local control.

4) From Tax to Catalyst: Why communities face a binary choice between paying an “AI Tax” creating unemployment and declining services, or leveraging the “AI Catalyst” by capturing healthcare waste and channeling it into better health outcomes that generate resources for further community investment.

Through real-world examples from Alaska to Florida, Dave demonstrates how healthcare transformation funded by eliminated waste becomes the foundation for communities to turn technological disruption into opportunities for human flourishing.
